DISTINGUISHING JOB CHARACTERISTICS:
Supervises a specialized casebook of intensive or basic offenders with established problems and/or a lengthy record. Employee may occasionally have to travel out of state or county to return probation violators, and will respond to emergency situations during off-hours.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Supervises and monitors defendants/offenders granted intensive supervision by the court to ensure compliance with supervision terms and conditions, including court-ordered financial obligations. Meets with offenders on a scheduled and unscheduled basis to monitor offender behavior, discuss problems and issues, and monitor completion of required treatments and court ordered tasks. Maintains contact with treatment agencies to ensure offender attendance and participation in group treatment. Supervises specialized casebooks such as domestic violence, mental health, sex offenders, or chemically dependent and high-risk offenders and/or participates in specialized courts. Completes investigations/reports for the Court.
2. Prepares case plans and sets goals for offenders in accordance with conditions set by the Court. Identifies offender needs and makes referrals for assessment to the Court, mental health, substance abuse or other appropriate programs or persons for assistance. Structures a plan to enable offenders to be successfully terminated from supervision and establishes and maintains rapport with offenders to decrease and modify criminal and anti-social behaviors. Facilitates groups and counsels offenders regarding physical and emotional problems, employment, home environment, school, and other matters affecting behavior. Visits jails/prisons/community based corrections facilities/halfway houses/secured facilities to meet will offenders incarcerated on new charges, warrants or probation violations.
3. Makes home, collateral, and employment visits to verify offender address and employment and to monitor the offender’s home and lifestyle.
4. Conducts investigation and interviews with offenders, family members and associates to gather and produce information for completion of investigative reports. Provides documentation, progress reports and recommendations at court hearings to help the Judge assess status of supervision and to determine whether to continue supervision, incarcerate, institutionalize, or enhance sanctions.

7. Conducts criminal record checks through Ohio Bureau of Investigation, FBI, and other agencies. Investigates offender background, and collects information pertaining to the offender’s family, employment, education, military service, and other matters to help assess the offender’s suitability for handling employment and other life issues, and also for determining potential problems and needs when monitoring the
8. Transports offenders to and from court, social service programs, and
9. Responds to and handles crisis calls from offenders, victims, family members, and
10. Processes offenders onto supervision, in accordance with accreditation standards, by completing appropriate forms and documents. Collects information from court of record and requires offender to sign appropriate documentation with regard to their
11. Schedules offenders for assessments if necessary and directs them to the office and officer to whom they report. Refers offenders to or observes and collects urinalysis samples to determine if offender is using illicit drugs/alcohol.

13. Compiles statistical data reflecting number of offenders on supervision, terminations, warrants issued, transfers, and other information to assess day-to-day functioning of programs. Completes records including Offender Monitoring and Federal Statistics Forms. Prepares reports including Terminations from Supervision, Reinstatements to Supervision, Modification of Restitution, Jail-Time Credit, RC, Sealing of Record, Judicial Release, and other reports. SCOPE OF SUPERVISION:
This position has no supervisory duties.
Vehicle, computer, telephone two-way radio, copier, fax machine, microfilm equipment, VCR, camera, PassPoint machine, breathalyzer, and other general office equipment.

Offenders/defendants; family members of offenders/defendants; victims; employers; attorneys; other Courts; Judges; bailiffs; law enforcement agencies; Children’s Services; treatment program agencies; Department of Human Services; general public.
Court records which include criminal records, psychological records, urinalysis records, military records, crisis care recommendations, presentence investigation reports, Courtview records, mental health and chemical dependency assessments, and progress reports. Shall adhere to the Ohio Revised Code regarding confidentiality of probation records [149.43(A)].
Good working conditions when working in the office. When working in the field, the employee is exposed to conditions within probationer’s homes, employment and high-crime areas. While performing duties of this job, the employee sits for extended periods of time and occasionally stands and walks. Job can involve operating and sitting in a vehicle for periods of time. An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification: Bachelor’s Degree or equivalent training, experience or education in Psychology, Sociology, Criminal Justice, or related field and over three years’ experience as a Probation Officer, with experience, training, or certification dealing with high-risk offenders, including chemical dependency, sexual offenses, and serious mental health problems.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

Ability to: Maintain good public relations as a Court representative; establish and maintain effective working relationships with associates and job contacts; establish rapport with high-risk/need offenders of various social and economic backgrounds; perform under stress when confronted with emergency, critical, unusual or dangerous situation; work with resistant clients; maintain confidentiality of sensitive information; establish caseload priorities.

LICENSURE OR CERTIFICATION REQUIREMENT(S):
A valid State of Ohio Motor Vehicle Operator s License is required in order to carry out job-related essential functions. If candidate does not possess an Ohio driver’s license, he/she has thirty (30) days from date of hire to obtain one.

Part-time employees accrue Long Term Sick Leave at a rate of .034625 hours for every hour in active pay status; the rate of .038462 will be applied to the hours a part-time employee was in active pay status the previous year for Paid Personal Leave.
Part-time, temporary employees are not eligible for holiday pay.

All full- and part-time Montgomery County Common Pleas Court, General Division, employees participate in the Ohio Public Employees Retirement System (OPERS). Employees contribute 10% of their salary; the Court contributes 14%.
