Reduced Term Of Service

For many years those summoned for jury duty in the General Division were required to be on call for a period of three weeks. This proved to be a hardship and an unreasonable imposition. This involved a significant amount of clerical processing and paperwork. The term of service was changed from three weeks to three days or one trial.
More Accurate Jury List

The General Division uses the voter list to draw jurors. The court began using the National Change Of Address Database in 2004. This database is provided by the United States Postal Service and provides information on address changes. By removing people that have moved out of Montgomery County, the court has a more accurate list and the cost of undelivered summons is substantially reduced.

On-line Access to Transact Jury Business

Having large groups of jurors come to court for jury selection is only part of the work in operating an efficient jury system. The court needs to have accurate information in a timely manner. In the past, all inquiries, name corrections, requests for postponement and other requests were transacted by telephone or mail. Phone inquiries had to be done during regular business hours. Mail inquiries could be delayed for may reasons. The court has instituted a secure system so that jurors can do may of these tasks using a personal computer over the internet. Many people are choosing this option to interact with the court.

Juror Privacy

The court utilizes a questionnaire to expidite the jury selection process. There are items in this document that jurors view as personal information. After hearing from many jurors that they were uncomfortable with this information being disseminated, the court evaluated the questionnaire. The court made substantial changes that reduced the amount of information gathered and made available to the parties involved in jury selection.

National Survey Shows Support For Jury System

The American Bar Association conducted a survey in 2004 regarding citizen perceptions and attitudes toward jury service. Eighy-four percent of those polled agree that jury service is a vital civic responsibility. Fifty-eight percent of the respondents said that they look forward to the opportunity to serve on a jury. Among other findings were:
* Three out of four Americans do not consider jury service a burden to be avoided.
* Seventy-five percent of those surveyed would want a jury, rather than a judge, to decide their case if they were ever a participant in a trial.
* Those who had been called for jury service have a more positive view of jury duty than those who have not been called.

EXCELLENCE IN JURY MANAGEMENT AWARD

On April 28, 2005, the Ohio Jury Management Association selected the Judges of the General Division as receipients of its annual Award of Excellence. This honor was given as a recognition of the court's efforts that resulted in a reduced term of service, more diversity in jury panels, and improvement in the jury duty experience.
